Universities must have UGC's approval to offer Open, Distance Learning courses.

UGC has made amendments to the existing rules for offering Distance Learning courses and updated them in the Gazette notification.

There must be prior approval University Grants Commission (UGC) for Universities to offer Open and Distance Learning courses.

Universities can offer courses in Open and Distance Learning, with permission granted by the Commission, provided it follows up all the conditions laid down under the regulation, by whatever name they are called, pertaining to open and distance learning mode notified by UGC from time to time, "the commission declared.

During the 562nd meeting of the commission held on October 28, amendments to the existing regulations were approved and these were published in the Gazette of India on November 18, it added. 

In accordance with the previous rules, universities were allowed to offer Open Learning programs without prior approval of the commission, provided they satisfied "all the conditions laid down under the regulations, by whatever name they are called, pertaining to open and distance learning mode notified by UGC from time to time".
